Our staffing model · 100% our own permanent staff

Office cleaning in Hamburg without subcontractors — everyone who cleans your office is on our payroll.

Ruiz Büroreinigung Hamburg cleans offices from 120 to 3,000 m² — and since our founding in 2019, we’ve done it exclusively with our own permanent employees. No outside company that picks up your keys in the evening, no chain of contractors where nobody is responsible by the end of the line. Every cleaner on your premises is employed by us, paid under the collective agreement, vetted with a police clearance certificate (Führungszeugnis), and bound to confidentiality.

  • 20+Our own permanent staff
  • 0Subcontractors since 2019
  • 1Departure since our founding
  • 90%+Of our original team still with us

A business model, not a slogan

Why we’ve consistently said no to subcontractors since 2019

For us, “no subcontractors” isn’t a marketing line — it’s a cost decision. Employing our own permanent staff under the framework collective agreement for commercial cleaning (Rahmentarifvertrag Gebäudereinigung) costs us far more than a chain of outside contractors: €15.00 gross per hour in wage group 1, social security contributions, sick pay, paid vacation, onboarding, work clothing, and training. A provider that farms out the same floor space through two or three layers of subcontracting pushes these costs down — and passes responsibility down the line along with them.

In return, you get something you can’t buy after the fact: continuity. The same team works in your office every week — a team that knows which conference room needs to be ready first thing Monday morning, which filing cabinets are off-limits, and where the access fob is kept. Since we were founded in 2019, exactly one cleaner has left the company; more than 90% of our original employees are still on the team today. You can read more about the people behind the work on our About us page.

And you can check for yourself. We’ll show you our certificates of good standing (Unbedenklichkeitsbescheinigungen) from the statutory health insurance fund (Krankenkasse) and the statutory accident insurer (Berufsgenossenschaft), along with the time records for your site. A promise you can verify is worth more than one you can only read.

The biggest frustration in the market

What happens to your office in a subcontractor chain

Six patterns office managers in Hamburg report again and again — and they’re structural, not coincidental.

You don’t know who comes in after hours

In a chain, the actual cleaning drifts away from the company you signed with. From the outside, it’s almost impossible to tell who is really on your premises.

  • Your contract is with Company A, but Company B or C does the cleaning
  • Names and responsibilities aren’t in any document you have
  • Ask, and you’re told the local partner handles it
  • Yet whoever comes still has access to files, servers, and desks

A different face every week

Even within the industry, constantly changing staff is considered the number one warning sign. It’s a direct result of how the chain is priced.

  • High staff turnover is built into the industry, not the exception
  • A large share of departures happen in the first year on the job
  • Chains optimize for the lowest price, not for retention
  • For you, that means a constant stream of new people with access to everything

When something gets damaged, everyone blames someone else

As long as everything goes well, nobody notices the chain. You notice it the moment a device is damaged or a document goes missing.

  • Unclear liability between the contractor and the subcontractor
  • Complaints get lost between two companies, with no one clearly in charge
  • Hard to reach when you need something fixed fast
  • You don’t know the coverage limit of the company actually doing the cleaning

Knowledge of your site starts from scratch every time

Every staff change wipes out what the team has learned about your office. The drop in quality after a few weeks isn’t bad luck — it’s staff turnover.

  • Site-specific arrangements have to be explained over and over
  • Special areas and exceptions get lost whenever staff change
  • Briefings cost your time, not the provider’s
  • Quality typically drops off after the first few weeks

Keys and data get passed along

Whoever cleans your office has access to files, screens, and server rooms. In a chain, there’s no longer any way to pin down who those people are.

  • Keys and access fobs are passed around informally
  • Without a handover record, there’s no documentation of who has access right now
  • Confidentiality agreements often never reach the last link in the chain
  • For rooms with personal data, there’s no solid basis for access

The price reflects the chain, not the work

A quote well below market rates isn’t a bargain — it’s a bill that someone else pays, often the cleaner.

  • Every layer in between takes its cut, and the savings are squeezed out of the last one
  • Suspiciously low hourly rates are rarely a procurement win
  • Records of wages and working hours sit with third parties
  • German customs makes commercial cleaning a priority for inspections

Confidentiality as a requirement

What this means for law firms, tax advisors, and IT companies

For these three groups, who enters the office after hours isn’t a matter of convenience — it’s a professional obligation.

The legal context

What the law really says — and what it means for you

Plenty of marketing copy claims that clients are automatically liable for the wages of their cleaning company’s subcontractors. Stated that broadly, it isn’t true. Guarantor liability (Bürgenhaftung) under § 14 of the Posted Workers Act (AEntG) and § 13 of the Minimum Wage Act (MiLoG) applies to the company that passes its own contractual obligation on to subcontractors. According to case law from the Federal Labor Court (BAG), if you only have your own office space cleaned, you are generally not affected (ruling of October 16, 2019, 5 AZR 241/18). In a chain, the liability falls on your service provider — not on you.

What does affect you is what happens in your office as a result. Commercial cleaning is one of the priority sectors for the customs unit that polices undeclared work (Finanzkontrolle Schwarzarbeit). Inspections take place where the work is done — on your premises — and as the client, you are required to cooperate and provide information. If wages go unpaid somewhere in the chain, the result is sudden staff changes, drops in quality, and, in the worst case, the collapse of the company actually doing the cleaning. Under § 21(2) of the Minimum Wage Act, a business commits an administrative offense only if it has work performed on a substantial scale and hires a provider that it knows — or, through negligence, does not know — is not paying the minimum wage on that contract.

With us, the question never comes up, because there is no chain. Ruiz Büroreinigung Hamburg doesn’t subcontract your job or supply you with temp staff; we clean with our own permanent employees, paid under wage group 1. If customs inspects your site, you won’t find an outside company there whose wages you know nothing about. We’ve listed the certificates we provide in this section, and we cover the industry basics in detail in our guide to the collective wage agreement for commercial cleaning (Lohntarifvertrag). This is general information, not legal advice.

Transparent fixed prices

What office cleaning without subcontractors costs in Hamburg

Our own staff raise our costs — but often not your price. You pay a fixed monthly rate for your office cleaning, based on floor area and frequency. Up to 150 m², the base rate starts at €361.96 net per month; above that, the price rises linearly in 25 m² increments. The price table in this section shows the monthly rates for 150, 250, 400, and 600 m² with cleaning once, twice, three, or five times a week — every figure comes straight from our pricing formula, not from a sales negotiation.

Our prices are based on a calculated hourly rate of at least €33 net per hour, in line with the collective agreement. It covers the collectively agreed wage, social security contributions, paid vacation and sick pay, onboarding, supplies, and insurance. Quotes well below that cut corners on one of these items — most often on the time actually spent working in your office. You’ll find a detailed breakdown on our pricing page.

What you don’t pay for: the middlemen. In a subcontractor chain, every layer takes its cut, and the savings are squeezed out of the last one. With us, your money goes straight to the team that cleans your office — one reason the team has barely changed since 2019.

FAQ: our staffing model

Frequently asked questions about office cleaning without subcontractors

What office managers, law firm partners, and managing directors in Hamburg most often want to know before switching providers.

Don’t see your question?

Our team is available Mon–Sat, 9 a.m.–5 p.m., at +49 40 54 814 832 or in the live chat with Eliza.

StaffDoes Ruiz really work without any subcontractors?

Yes. Since our founding in 2019, every job has been done by our own permanent employees — currently more than 20 people from 11 countries, with no temp agency workers and no outside companies. This isn’t an add-on option; it has been our business model since day one. One figure shows how stable the team is: in seven years, exactly one cleaner has left the company, and more than 90% of our original employees are still on the team today.

CheckingHow can I tell whether my current cleaning company uses subcontractors?

Often you can’t tell from the outside, but there are four reliable checks. First, ask in writing for the in-house share — the portion of the cleaning done by the company’s own employees. Second, ask to see the certificates of good standing from the health insurance fund and the statutory accident insurer. Third, request the time records for your site; they show whether the hours in the quote are actually being worked. Fourth, watch for frequent staff changes — in this industry, they’re the clearest warning sign. A contract clause that rules out subcontractors or makes them subject to your approval is more effective than any certificate after the fact.

LegalAm I liable as the client if my provider uses subcontractors?

As a rule, no. Guarantor liability for minimum wages under § 14 of the Posted Workers Act and § 13 of the Minimum Wage Act applies to companies that pass their own contractual obligations on to subcontractors. According to case law from the Federal Labor Court, a business that only has its own office space cleaned doesn’t fall into that category (ruling of October 16, 2019, 5 AZR 241/18). What does affect you are the practical consequences: the customs unit that polices undeclared work makes commercial cleaning a priority for inspections — and it inspects where the work is done, on your premises, where you’re required to cooperate. This is general information, not legal advice.

DocumentsWhich documents do you provide?

On request, we provide the certificate of good standing from our health insurance fund, which collects our social security contributions, the certificate of good standing from BG BAU, our statutory accident insurer, the tax compliance certificate from the tax office, proof of our business liability insurance up to €5 million, and our listing with the Hamburg Chamber of Crafts (Handwerkskammer Hamburg) in its register of trades that require no master craftsman license. For your site, we add the time records under § 17 of the Minimum Wage Act. A certificate of good standing is only ever a snapshot of the day it’s issued. What tells you more is a current certificate combined with the fact that we have no subcontractor chain whose paperwork you’d have to chase.

SecurityDo your cleaners have a police clearance certificate?

Yes. Every cleaner is a permanent employee and, before their first shift, submits a police clearance certificate, which we check and keep on file. For data protection reasons, we can’t hand you the document itself — it contains our employees’ personal data. But we’ll confirm in writing that we have checked a police clearance certificate for every person assigned to your site. On top of that, every team member signs a confidentiality agreement, and we’ll also sign your own NDA on request. We accept keys and access fobs only against a signed handover record.

ProcessWho covers during vacations or sick leave — an outside company after all?

No. Cover usually comes from the same team that already knows your site. That’s exactly why we keep more than 20 permanent employees instead of staffing every site to the bare minimum. Whoever covers has been briefed on your site, knows the special areas and arrangements, and gets the key through the same handover procedure. So you don’t have to explain all over again which room needs to be ready when.

PricingAre in-house staff more expensive than a subcontractor chain?

In our calculations, yes; on your invoice, usually not. Permanent employees in wage group 1 at €15.00 gross per hour, with social security contributions, paid vacation, and sick pay, cost more than a chain that cuts costs at the last link. On the other hand, we don’t have the layers of middlemen that each take a cut in a chain. The bottom line: prices start at €361.96 net per month for up to 150 m² cleaned once a week, based on a calculated hourly rate of at least €33 net per hour. In the live chat, Eliza gives you your non-binding final price in under 30 seconds.

SwitchingHow quickly can I switch to Ruiz without a gap in cleaning?

We usually start 2–7 business days after you give us the go-ahead, depending on capacity. We plan the process around the notice period of your current contract so there’s no gap: the site visit, scope of work, key handover against a signed record, and briefing of your dedicated team all happen during the remaining contract term. For a step-by-step guide to a smooth switch, see our page on switching cleaning companies in Hamburg. After that, you can cancel our contract monthly — there’s no minimum term.
